Optimal Resource Allocation in Activity Networks: I: the Deterministic Case

We treat the problem of optimally allocating resources of limited availability to activities in a project when the objective function is composed of the cost of the resources utilization and a penalty for tardiness. Our model derives from consideration of activities’ work content rather than duration, as is traditionally done in other studies. In this report we assume that the work content is known deterministically; future reports will treat the case of stochastic work content. We develop two new models, one based on the concept of “uniformly directed cutests”, which is applicable when the project graph (in the activity-on-arc mode of representation) is series/parallel; and a mixed integer program that models the case when resource availabilities are discrete or can be discretized to a reasonably small number of values. Computational results indicate the utility of the latter model for networks of at most 50 activities and “complexity index” of 5.
